"content": "Thank you, hon. Speaker, for giving me this chance to make my contribution on this Appropriation Bill. Right from the outset, I would like to state my support for this Bill. I must also say that I am a Member of this Committee. I have heard Members contribute on this Bill with a lot of emotion. This is not a matter like, say, a football match between Gor Mahia and AFC Leopards. We have spent a lot of time meeting various sectoral groups to come up with this Appropriation Bill. We have allocated close to about Kshs33 billion to the CDF. This is money will go directly under the control of Members of Parliament. As you have rightly pointed out, we must, one way or another make a decision on this Bill lest, I will quote you, “Members pack and go home.” Through the CDF money, there is a conditional grant to Members of Parliament which must be used purposely for infrastructural development for primary schools. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor."
