    "content": "Thank you, Chairlady. I also wish to oppose Vote D146 because I also sit in the Committee on Environment and Natural Resources. We have visited some of these areas and we do not see the need of starting new projects that are being put in this Budget, yet there are white elephant projects. We visited some of these areas and some of these dams are white elephant projects. Therefore, we oppose Vote D146. I think it is not the right thing to do. Kenyans are losing millions of shillings in some of these dams. Therefore, we better finish this project rather than initiate new projects. I do not have a problem with the rest."
