    "content": "(b) The transfer of Alfred Ochiel cannot be rescinded for the following reasons. He had been in Thurdibuoro for 17 years and risen through the ranks to the headship while in the same school. The TSC had identified him as a competent and performing head, hence the need to move him to a bigger and more challenging school in order to tap his potential. The transfer is also aimed at breaking the monotony of being in one station for too long. The transfer will also allow him to gain experience in a more challenging situation, which is necessary for career progression."
