    "content": "The Transition Authority failed to show leadership by hurriedly devolving functions without adequate consultations and proper frameworks and as a result, this exposed the sector to serious challenges that would have otherwise been mitigated. The Committee, therefore, recommends the reversal through consultation of some of the devolved functions and further restarting the process in an organized and consultative manner, taking into consideration the three year window that is provided by the Constitution."
