    "content": "I want to say on the outset and be on the HANSARD that it is very wrong and it will remain wrong for governors to have arm-twisted the national Government and failed to follow the Constitution while devolving health services. The health services were supposed to be devolved within three years, in phases, but it was done in six months. When you do something in a haphazard manner, what are we supposed to do? I know there are Members who, probably, have not read this Report and are thinking the Committee on Health wants to reverse the devolution of health. If that is the case, let it be but we do it within the three years which have been provided within the law. The country is in a crisis. Today, we are talking about TB, we do not have drugs for malaria, HIV/AIDS and even money for mosquito nets, yet we are bragging that we have a Constitution. Devolution of health is not like building roads and that is what we are saying. We are dealing with human beings and lives of Kenyans."
