    "content": "You have heard our development partners like the Global Fund giving money to the civil society because they are frustrated. They are frustrated not because they do not trust the Government but it is because of the confusion in the health sector. They have been giving money to the Ministry of Health over the years. This Fund has decided to give Kenya money but they cannot channel it through the national Government. Why is this case? This is because the Government does not have a way of supervising those institutions. This is one way of putting money where it will not be used for the right purpose."
