    "content": "It is sad that we are here today, instead of looking devolution as a plus, we are looking at it as a negative on the health sector. I want to urge my colleagues that we sit down together with the Senate to see how best we can come up with the way forward so that we can sort the issue of the health sector. If we do not do that, our people will die and suffer. If you go out there, you will find that there is no medicine on the shelves and the pharmacies are empty.
