"content": "Thank you, hon. Speaker. I also stand to support the Bill; the Supplementary Appropriation Bill. Yesterday we did pass the Supplementary Budget Estimates II in line with the requirements of Article 223 of the Constitution. I just want to say three things with regard to this Bill. One of the reasons why the second Supplementary Bill became necessary is because of the incapacity of the Government to absorb the budgets that we gave them; the resources that we vote and budget. This has been blamed a lot on procurement procedures. But I want to take a different line and say that one of the reasons why we are not able to absorb all the resources voted for Development Expenditure has a lot to do with our revenue raising measures. I am sure this House is aware that before any Government department spends any money or any resource, there must be authority to incur expenditure. So, the mere budget is not enough to allow you to start the procurement process. Unless you have AIE, then you will not start the procurement process. The AIE will never come unless the Treasury clearly gives out the money to the department. This has not been happening because of our revenue raising issue."
