    "content": "Actually, what we had passed yesterday, which should be captured in this Appropriation Bill, is that Kshs.300 billion is supposed to remain under Recurrent Expenditure and Kshs.270 billion is supposed to remain under Development Expenditure. I remember in the first Supplementary Budget, we took Kshs.570 from recurrent to development.
