    "content": "Thank you very much, hon. Speaker for this opportunity to contribute to this Supplementary Appropriation Bill. This is a very unique occurrence because ideally we should not have any supplementary budget if all is working well. I want to join my colleagues in encouraging our Cabinet Secretaries and their respective Ministries to ensure that their budgets are as accurate as possible so that we avoid two supplementary budgets in the same year. This is a very unique Supplementary Appropriation Bill."
