    "content": "The second point is about the National Registration of Persons Department. The department has the responsibility of issuing national Identity Cards (IDs) to the youth and other people who have not yet been issued with IDs. The youth are attaining the age of acquiring IDs on a daily basis. However, the allocation made for this specific institution is normally low to the extent that you find officers serving in the Department idling around when there are very many youths who are in need of the national ID. Therefore, it is important for the Ministry concerned to allocate sufficient funds for the Department, so that the youth can be issued with IDs."
