    "content": "As I said yesterday, I am personally not worried about the capacity of this House to play oversight role on the Executive but I am very concerned, like all of us about the capacity of the Members of the County Assemblies (MCAs) to play oversight role on the County Executives. So, we need to be very careful as we implement devolution, to make sure that we do not just give money out for other people to spend in blatant extravagance when services are needed by our people.
