"content": "Hon. Speaker, therefore what that says is that the Treasury has all the time to engage with the Budget and Appropriations Committee before the estimates are passed by this House. Once the estimates are passed by this House the law requires that that is what should go into the Appropriation Bill. If you do not that you would be acting unconstitutionally. I know there is a provision in the Public Finance Management (PFM) Act which requires us to balance the reduction with the increment but that is an Act of Parliament. The Constitution is superior.
