In my view, I think that vision is good for the country and even as we aim to achieve the Medium-Term objectives, I think the long terms aims of that vision - if we follow it - will be very good for our country. Hon. Speaker, I have said it before and I want to say it again. I thank the Budget and Appropriations Committee for going that direction. The biggest problem we have had in our country is the level of degradation that you see in certain parts of this country. It is good that the Budget and Appropriations Committee has realized that, and ultimately for us to achieve equality in Kenyan we must put in deliberate steps to achieve equity. This is because, as we know, always equity remains the avenue to achieving equality. As long as we will do that, most of the problems and concerns that we have and most of the tensions that are appearing keep on emerging. Most of the fault lines that keep on emerging in the country are reflections of the disparities that we have had for so long. I think it is important that this movement to programme-based budgeting is now addressing most of those issues. If this House continues in that course, perhaps, the 11th Parliament would have come out as one of the Parliaments that has ensured that as leaders we achieve or primary objectives which indeed, provides for the happiness of the people we lead. With those remarks, I support."
