    "content": "If you look at the Public Finance Management (PFM) Act, 2012, section 39(4)(c) says that any increase in expenditure in a proposed appropriation is balanced by a reduction in the expenditure in another appropriation, or any appropriation reduction in expenditure is used to reduce it. My solution to this is that the Cabinet Secretary for the National Treasury should not panic. Once we approve this--- Once it goes through the Third Reading, the Budget and Appropriations Committee has friends--- After two months he should come with Supplementary Estimates. I am sure that the two months he is given, he is not going to spend--- That is July and August. That is the only way I can remove fear from the Executive; they must leave tonight. We have a serious dialogue amongst Jubilee from the President to the county representatives; we do not look for dialogue. It is always among us. Dialogue is part of our leadership."
