    "content": "So, I think the root cause of this Kshs17 billion0--- I have discussed with the Chairman, Hon. Ngong’o and Hon. Aden. We will pass it, the President will assent to it and then after two months the Cabinet Secretary will brings Supplementary Estimates. My parting word is that the solution to the so called national dialogue is the Budget of 2014/2015. Let the Cabinet Secretaries implement it; let the Executive implement it; let the President have time to monitor his Cabinet Secretaries and Parliament plays its oversight role."
