    "content": "Hon. Temporary Deputy Speaker, the major point here is that for this country to grow and move forward, there must be investment in security. Secondly, there must be investment in agriculture and lastly there must be investment in infrastructure. Those are three areas. If we put all our money there this country will be able to move forward. I see in the allocations a substantial amount of money has been given to the Ministry of Interior and Co-ordination of National Government. Equally a substantial amount of money has been given to the National Intelligence Service (NIS); it is Kshs17 billion. I do not understand the reason for this. This money should have been used to do development projects."
