    "content": "I appreciate that because sometimes the ladies are not recognised in this House. However, on a very serious note I thought when I stood here I would first of all have to thank hon. Chachu but then I remembered before hon. Chachu another great man of this country – hon. Mwai Kibaki – gave an Executive Order to establish the National Drought Management Authority (NDMA). I want to thank hon. Kibaki wherever he is. I know he is a retired man but he is a special man in this country. He did a lot of development projects and I am proud to be associated with him as an economist. Hon. Temporary Deputy Speaker, however, I want to thank hon.
