I have just been given a copy by the Clerk. I do not know whether or not Sen. Karaba has seen it before because I am the one who gave him an advance copy that I had just been given. So, what he should be doing is either to read it or to seek time so that he can read it and understand it because it raises some pertinent issues, matters of law."
