Even if we gave it to the Ministry, all they will tell us is that they are going to do a study because the legal part about giving permits is already well articulated in the Act. The bit about those who are finding it not economical, and are releasing the quails to the environment--- This is something that requires a study; it could be the survival of the fittest and the food chain would deal with it. So, if we give time to the Ministry to, maybe, do a study--- To expect an answer from a business that has just collapsed would not be really fair to the Ministry."
