    "content": "Diseases attack human beings; they do attack our people. Whereas the Senate is responsible for taking care of the counties, we have the primary responsibility of making sure that health facilities and services are delivered to our people. If you look at Article 15 of Schedule Six of the Constitution on the provision for devolution of functions to be undertaken under an Act of Parliament, you will find that it is very clear that the legislation that is referred to must provide for the way in which the national Government shall facilitate the devolution of power, assist county governments in building their capacity to govern effectively, provide the services for which they are responsible and support county governments."
