    "content": "We found very interesting situations. In fact, devolved healthcare in some places - I will not mention where - is being treated like the proverbial milk cow. People order many things on paper and then tell the people on the ground or in the hospitals to sign that they have received them when they have not received anything. In other words, the healthcare sector is becoming a major devolution of corruption. We cannot allow that because healthcare is critical. It is one of the planks of devolution. We felt that perhaps the Executive had been arm-twisted by the governors. Of course, the Executive runs the whole nation but the governors run their little enclaves. I think they might have some strength to arm-twist the Executive."
