    "content": "Thank you, hon. Speaker. I stand to support the amendment, particularly because it is addresses a particular area that is causing confusion and worries to some hon. Members. About the part that talks about reversal of transfer of health services, there is a lot of concern and worry amongst hon. Members. I know that the intention was not to at any time reverse transfer of functions to the national Government but rather to ensure that whatever functions are devolved are devolved in the most efficient manner. I believe that all of us fully support devolution. However, we must be very careful about how we devolve. It has to be done properly, carefully and in phases.
