    "content": "Thank you, hon. Speaker. I want to support the Report as amended. We were in a hurry to devolve this function and it is good that we brought these amendments. First of all, it is going to give us the opportunity to at least discuss functions and see how they can be devolved. As it is, if you go out there and look at Level 3 and 4 hospitals, you will find that services are very poor. I was wondering why we had devolved this function. Healthcare is very important; when you go to a dispensary or a hospital in your area you will find that despite the fact that they have got the money--- Basic needs sometimes are not met. You can imagine referring somebody all the way from Kitale to Eldoret because you cannot get proper services that are supposed to be devolved there."
