    "content": "Thank you, hon. Speaker for giving me a chance to contribute to this debate. I also rise to support the Motion as amended. Indeed, as Members of the National Assembly, we do a lot when it comes to health facilities in our constituencies. Devolving that facility to the counties at this point in time will make our constituents suffer a lot. Hon. Speaker, it is our wish that Levels 1, 2 and 3 hospitals remain with us and Levels 4 and 5 can go to the counties. Referral facilities should remain with the National Government. We have done quite a lot in terms of improving health facilities in our constituencies and, all of a sudden, you find that they have been devolved. You find that most of the money we have already spent goes to waste because, in the counties, services in some of those small health facilities are very slow.
