I think there is a deliberate effort to sabotage when you consider that the regulations under Article 25(c) have not been developed and there are no excuses that can explain why those regulations have not been developed. It is a full responsibility of the Attorney-General’s Office and the Departmental Committee on Health. Why have they spent more than a year and they have not developed those regulations and brought them to the Committee of Delegated Legislation or the House to be passed beats me! So, I know that in some sense, when a Kenyan looks at this carefully, they will ask themselves: Why were functions not properly costed according to the law? Again, you go back to the Inter-Governmental Relations law that requires that any functions that are devolved; we ensure that adequate resources are provided to carry out the proper function.
