"content": "Hon. Speaker, I will desist from coalition matters. But all I want to say is that we cannot circumvent an institution that exists in our law, which is the Summit of Governors. However much we dislike the Head of the Summit of Governors, you must sit down and dialogue with him. That is because he represents the opinions and feelings of the governors and county governments. Yesterday, you mentioned that anything that we debate here that is not constitutional, or does not take into account the good laws that we already have, it is an exercise in futility. So, I am not very worried about the outcome of this vote if this report passes. That is because I know the political and legal reality is that there is a problem with the taking away and grabbing power from our county governments and they will resist that. I am sure the Senate will come to their support to make sure that the authority is not taken. All I am saying is that, as we push for this Report and pass the final version of it---"
