    "content": "Thank you very much hon. Speaker for giving this golden opportunity to speak to this Motion that touches on a very noble course in the hierarchy of human needs in this country. This Motion could not have come at a better time. It is coming at the backdrop of a time when Kenyans are crying on the way devolution governments are being run. It was a wrong time as much as we support devolution. I think we needed time, a lot of stability in devolving many of our various departments and, more so, health. I will take this time to walk this House through the devolved functions of the Government. We have education; despite the fact the Government has challenges in economic, security and others. Education has been done well, save for the Early Childhood Development that was devolved. The Early Childhood Development that was devolved to county government is wanting.
