    "content": "I want to echo what my colleague has said; health care is a fundamental right to every citizen in this country. It is enshrined in the Constitution. The Bill of Rights in Chapter Four of the Constitution is very clear on health care. Therefore, as we think about making sure that counties are able to get what they deserve in terms of health care, we also need to ensure that Judiciary establishes courts in each county. We also need to ensure that each county in this country has a referral hospital, is well equipped and has all the required minimum standards."
