"content": "Hon. Temporary Deputy Speaker, in terms of employment, this sector in Kenya employs, either directly or indirectly about 500,000 people. So, that highlights the fact that the scrap metal sector is a very important sector and requires good regulations, good administration and management for it to thrive well. However, as it is now, the sector is not regulated and I will highlight the very bad things that are happening in the sector at the moment. Anyone with scrap metal can sell it to any buyer without having to explain the origin of the metal and how he has acquired it or show proof of ownership and that is not good. The absence of regulation has opened the doors to illicit scrap metal retail and wholesale; the thriving of the black market exportation."
