    "content": "On hon. Kombe’s question, the matter of the 20 kilometre per constituency is not easy. As a Committee, we met with the Cabinet Secretary, National Treasury on this matter. They are looking at the matter with a view to increase budgetary allocation for the Ministry. Maybe we can start with the constituencies which have no tarmac next year.
