    "content": "Hon. Speaker, the County Development Board shall be constituted within 60 days after the date of general election. However, we have also provided a rider in sub-clause 7 that despite sub-section 6, a County Development Board may be established upon the coming into operation of 60 days thereafter so that, that takes care of the period when we are not having elections like is the case now."
