    "content": "Hon. Temporary Deputy Speaker, as I conclude, I think the proposed amendment under new Clause 91(c) is unnecessarily too stiff. The nature of envisaged obstructions and hindrances are not clearly spelt out and I would think that as we move, the Constitution is not clear whether or not a mediated version can be amended. However, if it can then I would think that these proposed penalties are too stiff and we should look at a way of amending it to bring it to conformity with reality."
