First of all, I want to thank the Chairman of the Parliamentary Select Committee on Constituencies Development Fund, as well as the Committee itself. They have been very passionate about this fund despite the fact that some people from some quarters imagine that CDF is not a legal instrument for development. But I want to thank them a great deal. I also want to thank the Budget and Appropriation Committee for understanding."
