    "content": "Hon. Temporary Deputy Speaker, I think it was just last week when the Cabinet Secretary, National Treasury, read the Budget. I want to tell hon. Members of Parliament who are here that this is my first time to be a Member of Parliament but I have an experience that every time we have these funds, they remain at the national level. As a Member of Parliament, I am not very keen to know how the national funds are actually used in the Ministry but I am very keen to know how money is being used in the county. So, it is even better to take 90 per cent of the national Budget to the county rather than just leaving it at the national level and I do not know how it is actually used."
