    "content": "one centre of excellence we are proud of”. Of course, there will be no limitation on the quota system in those centres of excellence. They will be local centres of excellence. However, we may suggest to you that we do cross-transfers of small percentages amongst counties, so that we can have the equivalent of a mixed product. That way, there can be a hybrid type of education in those centres. Children will be more interested in learning when they know that they are interacting themselves across tribes, boundaries and the centres. Mr. Temporary Deputy Speaker, Sir, hon. Kioni said that slots which should otherwise be reserved for local pupils will be taken up by pupils from other parts of the country. There is no slot meant for the local pupils which will be taken up. If the locals are supposed to take up 5 percent of the places available in a school, they will still take up the 5 percent. What has been the position is that the 18 national schools that have been in existence have, unfortunately, been in only one regional configuration. Therefore, when you aggregate the 5 percent, the advantage only goes to certain groups of people, and not to the rest of the country. Therefore, spreading out the nationals schools to each county brings in that element and the sense of equity as stated in the new Constitution. That is what we are seeking to address. Mr. Temporary Deputy Speaker, Sir, I have been asked whether we have compensated the counties. Yes, we have compensated you. We have given you money for centres of excellence and model schools. That is fair compensation. There cannot be any compensation beyond that. The only compensation you will get is that you will be part of the nation builders. You will be building Kenyans rather than a particular narrow group of people."
