    "content": "Mr. Temporary Deputy Speaker, Sir, in your ruling, there are certain serious concerns in this country. What is in the public domain is that Parliament is not ready to implement the new Constitution. That perception has persisted. What is coming before this House today is very clear and that message has not gone out there that if the Government cannot bring Bills to this House, we cannot debate and interrogate the same in order to pass them. I would wish the Leader of Government Business to clarify and admit that the problem is in the Government as regards the implementation of the new Constitution. Secondly, we have also been hearing left, right and centre that there are some who have already been branded as anti-reformists. It is like there are those people who wish to make sure that the implementation of the new Constitution is not adhered to. We, as a House, are ready. We are willing and prepared to interrogate and ensure that Kenyans reap the fruits of this new Constitution. I wish to request for your direction and guidance on that."
