(Prof.) Anyang’-Nyong’o to substantiate tomorrow and then somebody jumps up and says that you cannot make reference to a matter that the House accepted subject to your substantiation tomorrow. That ends up in gagging Members and this House will not take that direction. I believe this is a conspiracy to frustrate this Motion; which is not right."
