    "content": "Hon. Speaker, I quite agree with the Member that this matter has really delayed and we really apologize for the same. On the issue of agriculture, at the moment there is a lot of confusion because it is not only the tea sector, but also the coffee sector. We have the same problems with the governors, they are trying to do their own things and the national Government and the Ministry just keep aloof because of devolution. So, we are really put between a hard place and a rock. But we are trying to find a way to present that petition to the House."
