    "content": "The second paragraph of recommendation three is where I have my problem. We cannot transfer a function of the county government in the manner that they propose. If all, for example, they want Level 3, 4 and 5 hospitals to be taken back by the national Government, that is in order, but that ought to be done in line with Article 187 of the Constitution.
