    "content": "Our mistake was how fast we transferred the health services; the Constitution has given it a three-year period. Did we hurry in transferring it? The institutions that are concerned with this, the Transitional Authority, the Council of Governors, the Summit chaired by the President and the CIOC--- These are the concerned institutions. The concern that we should discuss is that we have devolved the health sector faster than it should have been. The health sector, as per the framework of the Constitution, is a devolved function.
