"content": "Thank you, hon. Temporary Deputy Speaker, for giving me a chance to contribute to this noble Bill. I also stand to support the Bill. We have quite a number of bodies in various professions, which coordinate the activities of the council. However, it is now time that we have a single body to regulate all Kenyans in terms of certificates and qualifications that one is supposed to have in order to serve in a certain office. My only worry is that this Bill seeks to give to the Executive all the powers, right from appointment to removal of individuals from office. The work of the National Assembly is to just debate and pass the Bill. Thereafter, we have no role to play. Hon. Temporary Deputy Speaker, we have seen people complain that we have people from certain communities only in certain offices. If we also give a role to the National Assembly in this Bill, it will serve Kenyans better instead of giving sweeping powers to Cabinet Secretaries, who will choose the people they want and who will run the proposed authority in the way they want. Therefore, amendments should be introduced an an appropriate time, so that we can also give a role to the National Assembly in terms of appointment or removal of individuals from office or monitoring the authority in terms of the way they use their finances. With those few remarks, I also support the Bill, so that we can have a national authority which will regulate the kind of qualifications that one is supposed to have in order to serve in any given office. Thank you."
