Very unscrupulous business people have continued to promote the wanton destruction of the country’s infrastructure. That is both the rail and the road. To support the unsustainable appetite for scrap metal, which has become a source of raw material for millers in their metal industry, we felt that to reduce that destruction, this Bill is paramount."
