    "content": "Thirdly, the Bill will effectively make the Government to monitor and regulate trade in scrap metal. This trade is huge in our country. It is estimated to be to the tune of Kshs4 billion a year, but the Government does not collect revenue and nobody can account for that business. So, what this Bill is trying to do is to make sure that it gives a platform for the Government to monitor and regulate the trade in scrap metal which, in my opinion and in the opinion of many people in this country, including the Government, has resulted in chaos and disorder over the last few years.
