    "content": "Mr. Deputy Speaker, Sir, whereas I agree with the Senate Minority Leader in so far as one person to be designated to vote at a time, reading the Constitution and again the same Standing Order No.71(2), you will find that it says:- “Except as otherwise provided in the Constitution, in any matter in the Senate affecting counties-” (a) each county delegation shall have one vote to be cast on behalf of the county by the head of county delegation or in the absence of the head of the delegation, by another member of the delegation designated by the head of the delegation;” Mr. Deputy Speaker, Sir, it does not say that for every vote, you need to guide every delegation. My reading of this is that you could actually be having even a standing designation as long as it is there. I agree with the Senate Minority Leader in as far as one person is designated and not more than one person. But you do not tell us that you must get a specific designation for a specific vote; it can be a standing designation."
