Like I said, my mind is extremely clear on it; and that is one area that I do not think you are going to depart from. The only thing that I know I have not said is what Sen. Wetangula said last; that each vote has to be specific. I have not said that. In fact, what I had proposed was that the Clerk’s Office needs to have a register of designations so that we know that in Nairobi County, for instance, the substantive Senator for Nairobi has designated, for the sake of argument, Sen. Beth Mugo and, in her absence, Sen. Elizabeth Ongoro; in her absence, another Senator and so on, and so forth. That is what I have said in the past."
