    "content": "MEASURES TO DEVELOP RESEARCH IN KENYA THAT, aware that research is a mystified domain which remains a preserve of selected Government agencies, academic institutions of higher learning and a few other organizations; concerned that even in the said institutions of learning, research is usually introduced at post-graduate level; further concerned that research has not been prioritized and very low funding is channeled towards it; the Senate calls upon the National Government to:- (a) take deliberate measures to cascade research to lower levels of education right from early childhood education level; (b) inculcate and institutionalize research by introducing it as a compulsory discipline at all levels of education; (c) develop a clear policy and legal framework to guide the development and sustainability of research at all levels of education; and, (d) increase funding for research by allocating at least 1 per cent of the National Budget to research."
