    "content": "I want to support the position taken by hon. Ng’ongo; we are saying that we do not need supplementary budgets. If we are organized enough, and we have planned our expenditure properly, we will not even need to have Supplementary Estimates in the first place. Those are areas of concern and I think going forward we will need to seriously relook into them."
