    "content": "Hon. Speaker, thank you for affording me this opportunity to support the Supplementary Estimates II of 2013/2014. As my colleagues have said, I am a Member of the Budget and Appropriations Committee. I support this Supplementary Budget but also feel that there should be some discipline at the National Treasury and the entire Executive to ensure that the budgets are done realistically, so that we avoid having, in between, to deal with Supplementary Estimates. I would say that it is necessary for the National Treasury mandarins to ensure that we have fiscal discipline, and that programmes of the Government are done properly. The absorption capacity should be enhanced, so that we do not have to be rearranging development funds in between."
