As I support this Motion, I notice that the Budget and Appropriations Committee has highlighted areas of significant deviation from the revised Budget of 2013/2014 and they are talking of the Budget going down by Kshs19.6 billion. However, that notwithstanding the Recurrent Expenditure has increased relative to Development Expenditure."
